The design of this sports complex with an area of ​​3255 square meters was put on the agenda of Naghsh Sharestan Consulting Engineers by Tehran Municipality, District 7. There were three sheds on the site, and it was decided to consider the plan in such a way that it is possible to implement it in two stages, that is, first, ancillary and service spaces should be designed and executed next to the mentioned sheds, and in the last stage, existing sheds. Demolished and renovated.

(For social reasons, the municipality of Tehran's District 7 initially did not consider it appropriate to demolish existing sheds.)
